MICROSOFT'S OOXML: ANALYSIS OF THE ISO VOTE

Despite serious technical and legal concerns with Microsoft's Office Open XML,
enough countries' votes were changed in the second round of ISO balloting
to allow OOXML to proceed the publication phase,
subject to there being no formal appeals in the next 60 days.
